The two-day event was attended by regional and international delegates, practicing physicians, students, and several medical professionals, and aimed to help medical students broaden their knowledge and have a better understanding of internationally accepted concepts and practices.
In 2019, a Second Conference was held with the theme “Non-Communicable Diseases (NCD) in the Caribbean Region: Current Scenario and Future Perspectives”. This conference engaged international healthcare providers, educators, and researchers who share the common goal of improving healthcare facilities and overall wellbeing for all populations. Texila American University continued the tradition by organizing its 3rd International Conference in 2021 on the theme “Non-Communicable Diseases in Caribbean Region: Mental Health and Road Traffic Accidents – Current Scenario and Future Perspectives”, and most recently in 2023, the 4th International Conference was organized under the theme “Communicable Diseases in the Caribbean: Regional Update and Recent Advances”.

This conference is intended to create awareness among healthcare providers, consumers and stake holders on pervasiveness of communicable diseases and its social and financial burden to the community. From 1996-2002 served in primary health care, and as a medical registrar and program manager for the National Tuberculosis Programme.
She earned a master’s in public health (MPH) from St. Georges University in Grenada in 2004, shifting her focus to HIV and Public Health. In 2009, she completed a one-year Leadership in Public Health programme with the University of West Indies and the University of North Carolina. In 2004, she served as director of the Genito- Urinary Medicine Clinic (now, the National Care and Treatment Center) and one year later was appointed programme manager of Guyana’s HIV response, a position she held to 2016. Her contributions to the Guyana HIV response earned her several awards from HIV stakeholders.
In 2016, Dr. Singh-Anthony joined the CARICOM Secretariat, PANCAP, as a USAID consultant with Johns Hopkins, Center for Communications Program, to lead HIV knowledge management initiatives for the Caribbean.
In the academic space, Dr. Singh- Anthony was part of a team with Vanderbilt University that developed the University of Guyana’s MPH programme and lectured on Health Systems Administration for three years. She also lectured at Texila Medical School and guest lectured on several occasions to the MPH class of John’s Hopkins University, Bloomberg School of Public Health.
At the regional level, Dr. Singh-Anthony, for several years led for the coalition of national AIDS programme managers in the Caribbean and represented Guyana on the Executive Board of the Pan-Caribbean Partnership against HIV and AIDS. Dr. Carpen also serves as the Consultant Cardiologist to the Caribbean Heart Institute and is the Managing Director of Cardiology Services Inc. at St. Joseph Mercy Hospital in Guyana. He is a co-director of the Guyana Partnership to Advance Cardiac Care and the chairman of the Cardiac Oversight Committee.
He started his medical career at the University of Guyana, School of Medicine where he got his MBBS in 1997 and received the Prime Minister’s award for being the best graduate in the School of Medicine, the Vice Chancellor’s Award for the best graduate in the Faculty of Health Sciences and the Rolph Richards Prize for Internal Medicine.
Dr. Carpen completed his DM in Internal Medicine at the UWI, Mona in 2006 before serving as the Clinical Tutor for Internal Medicine at UWI Bahamas. He then went to the University of Toronto and completed Residency training in Adult Cardiology and Fellowship training in Interventional Cardiology. Dr. Carpen subsequently went on to Tufts University in Boston USA to complete a second Fellowship in Cardiac Pacing and Electrophysiology.
He returned to Guyana in 2012 and has since been immersed in the development of cardiac services in Guyana and the Caribbean. He was pivotal in setting up the first Cardiac ICU in the Georgetown Public Hospital, staff recruitment, training and education as well as establishing treatment protocols for common cardiac presentations.
Dr. Carpen has published several abstracts, peer reviewed articles and regularly provides CME lectures in Guyana and across the Caribbean. He is a research supervisor for Interns and medical students in Guyana and serves as a clinical proctor for visiting international medical students.

Recently, Dr. Niles Robin held the post of National Coordinator of Neglected Infectious Diseases within VCS/MoH for three (3) years. During her tenure, Dr. Niles Robin worked and implemented activities related to Lymphatic Filariasis Elimination- mass drug elimination activities and the subsequent LF surveillance surveys.

Dr. Annastacia Sampson completed her Doctor of Medicine (MD) from the Latin American School of Medicine in 2015. Initially, Dr. Sampson served at Demerara Regional Hospital as Medical Officer and in 2017 transferred to the Neglected Infectious Diseases unit of the Vector Control Services Ministry of Health, with responsibility of doctor in charge of the Neglected Infectious Diseases clinic. Later, she was promoted to Focal Point, Neglected Infectious Diseases in 2021 and continues to serve in that capacity.

Dr. Reza Niles-Robin is a certified government medical officer and public health practitioner that currently works as the Director (a.g.) of Vector Control Services (VCS) within the Ministry of Health (MoH).
In her current role she provides oversight and leadership for three (3) subprograms alongside the corresponding National Coordinator or Head of department within VCS namely: the National Malaria Program, The Aedes Borne Diseases program, the entomology department and the Neglected Infectious Diseases program.
Recently, Dr. Niles Robin held the post of National Coordinator of Neglected Infectious Diseases within VCS/MoH for three (3) years. During her tenure, Dr. Niles Robin worked and implemented activities related to Lymphatic Filariasis Elimination- mass drug elimination activities and the subsequent LF surveillance surveys.

He also worked as a consultant and he significantly improved the clinical psychological and wellness programs of the University.
As the Consultant for the Pan American Health Organization (PAHO), he developed Mental Health Plans for several Caribbean countries.
He provided significant training in the area of Disaster Management in the Caribbean, Central and South America for PAHO.
He is a former Consultant Psychiatrist for the Mental Health Services of Grenada and Dominica and registered for medical practice in Dominica, Grenada, Guyana, Jamaica, St Kitts & Nevis.

Dr. Annastacia Sampson completed her Doctor of Medicine (MD) from the Latin American School of Medicine in 2015. Initially, Dr. Sampson served at Demerara Regional Hospital as Medical Officer and in 2017 transferred to the Neglected Infectious Diseases unit of the Vector Control Services Ministry of Health, with responsibility of doctor in charge of the Neglected Infectious Diseases clinic. Later, she was promoted to Focal Point, Neglected Infectious Diseases in 2021 and continues to serve in that capacity.
Dr. Sampson also served as National Supervisor and National Coordinator for the Mass Drug Administration campaigns (2019 and 2021) & IDA Impact Survey 2023 respectively.
